Yes—always. Drainage behind a retaining wall is not an optional upgrade; it's a structural requirement. Without a drainage system to relieve hydrostatic pressure, water accumulates in the saturated soil behind the wall and exerts a lateral force that no wall can resist indefinitely. The standard drainage assembly for a residential retaining wall in San Diego includes a drainage aggregate backfill zone directly behind the wall, a filter fabric to prevent soil migration into the aggregate, and either weep holes through the wall face or a perforated pipe at the footing that daylights at each end.
